Setting of the book (my idea of Utopia):
Government
General systems remain the same, with county, town and state structures.
Lots of law changes and enforcement differences, but those changes are minor: the main difference is the "punishment," which is no longer, and is replaced by "curing."
Criminals that have committed minor crimes are merely sentenced to perform undesirable jobs in demand. Higher crimes such and murder and rape are sentenced to psychiatric units until they are determined to be better, and fit to return to society, by a board of specialists.
Criminals that have committed crimes such as serial killing or other crimes over periods of time or with extended pain to the victim such as torture or repeated rape during kidnapping, are sent to a jail-like facility with psychiatric services for a period of time. They are released when they are deemed better (after / including) the required period of time, and if they never seem better, they are never released. All criminals are sentenced to perform undesirable jobs in demand upon release.
Small crimes such as traffic tickets, shoplifting, etc, are punished by being sentenced to perform undesirable jobs in demand for a period of time decided by the offense.
Employment
Every single job pays the same, urging you to follow your true passions and be motivated by yourself and not what pays the most. Jobs that are avoided and in demand, such as plumbing, garbage disposal, work in human wastes and cleanup, etc, are assigned to criminals and others with some debt to the society.
Taxes are taken as 75% of one's paycheck, and no income taxes are rewarded. Instead, education expenses, college and college expenses, and all healthcare are free. Transportation other than one's own vehicle is free, basic clothing, and gas prices are a quarter of what the would ordinarily be. Basic, uncooked / unprepared food is also priced at less than a quarter of what it would ordinarily be. Sweets and precooked / prepared foods, luxury vehicles (which are discouraged because of gas usage and pollution), luxury clothing, etc, are still slightly cheaper than what they would have been priced with lower taxes. These are to be bought with the income you do receive.
Housing
All houses are similar and in good condition. All housing, water, heating and cooling, and electricity is free, size of the house based on family size. Houses come with basic furnishing. Luxury housing (with more rooms than you need or bigger than you need based on family size) comes at an extra cost to you.
Most household appliances are sold at a very low price at most stores, though luxury versions of these items come at extra cost to you.
Education
School runs from 10 am until 2 pm every day but Sunday, with the same basic grade structure, etc.
Teachers are required to pass a personality, ethics and morals test, as well as prove they are unbiased towards the opinions of students and will not teach or discuss biased topics or bias conversations in class.
Classes are decided and required for you up until the end of 7th grade, where you choose what classes are to your taste.
At the end of 10th grade you decide what field you want to go into, and if you don't decide, you repeat the grade until you do. At this point you take the classes required for that field. At the end of 11th grade you decide what specialty in the field you would like to go into, and your classes are assigned accordingly.
College is a further focus on the specialty and field you have chosen, and usually lasts 2-4 years.
Voting
Political offices and power remains the same, but just like teachers, politicians are required to pass a personality, ethics and morals test. This will hopefully eliminate most of the problems we have today with lying and cheating in politics.
An intelligence and political awareness test may be taken at any time after age 16 and must be passed in order to vote. Tests are always different, and focus on the candidates at hand.
Entertainment
People in this field probably get the most luxury money out of any of the other fields, but obviously talent is required. Entertainment is just that, and is considered a luxury to be performed as well as enjoyed during leisure time. Entertainers are required to still keep a day job in compliance with receiving so many government benefits.
Musicians can book shows for whatever prices the parties find appropriate, and this money is luxury money undeniable to them.
Actors and actresses can get and accept roles in movies and television shows for whatever price the parties find appropriate.
Writers receive a certain percent of the sales of their works.
A certain percent of all entertainment sales go to the publishers, producers, etc, and another percent to the creator. No percent goes to the government, as the government is paid with the 75% tax from the income of the publishers, producers, etc.
On a small note, basic cable is provided to all houses free of charge, but anything beyond that is to be done with your luxury money.
Capitalism, inventions, etc
A good idea for an invention is to be submitted to the government. If the government finds it to be a good idea, it is put into practice. If it is successful, the inventor will receive a percent of all its sales as luxury money. This is another way to earn a lot of luxury money as some inventions are quite successful, but again, a day job is still required.
All companies, factories, goods, and services are government run, operated, and financed. The making, selling, or advertising of your own goods or services is discouraged and prohibited.
Advertising
Since everything is government run, there is no longer an advertising honesty or propaganda issue. Nothing is advertised on television or radio, as the people who run these are satisfactorily financed by the government as a result of the high taxes taken out of their income.
Everything is a monopoly run by the government, and there is no competition between stores. There is one store for each type of thing that you need.
Political campaigns: Are illegal. All that is allowed during times of voting is a documentary-type special to be run on TV and on the radio, illustrating the candidate's viewpoints, opinions, and positions on issues of importance. If when elected the candidate does not follow what was said in these, he is impeached by default.
